Could Rumlow be redeemed? I’d say no, because redemption presupposes an acknowledgement of having committed wrongs and taking steps to correct them, and I don’t think Rumlow would ever consider his actions in CA:TWS wrong except insofar as they weren’t successful in bringing about HYDRA’s world domination.
